Up to 15 users; beyond 15 is Enterprise. You are billed for every Admin and Professional, and the number is counted when you subscribe. Support users are unbilled and take one of the 15 places.

What counts
Pages are the unit on every plan. A plain email spends one page. A document spends its own pages — a three-page PDF sent by secure link spends three. A fax spends the pages it prints.
Pages are spent when a send goes out, whether or not it is ever confirmed delivered.
Only the Free plan has a monthly allowance. Paid plans have no page limit.
On Free, we refuse a send whose pages cannot be counted rather than guess at them.
Nothing you receive counts, and neither do replies inside a thread. The month is the calendar month, and the count starts again on the first.
On Free, if a send would take you over, we refuse that send rather than deliver part of it.
On Free, starting a thread spends the month's one. Sending a document one way does not start a thread, and replying in a thread you already have does not start another.
